i06: Integrated Operations in Disadvantaged Communities in the Lisbon and Porto Metropolitan Areas (250 M€)

The aim of this investment is to ensure an integrated approach in promoting the social inclusion of disadvantaged communities living in conditions of deprivation and exclusion. Projects should promote:

  •  A commitment to vocational training and policies to promote employability that are adjusted to local realities and dynamics;
  •  A commitment to providing adults with training and skills certification, and completing training pathways for active young people;
  •  Working alongside the 3rd sector on solutions to help combat poverty and social exclusion;
  •  The empowerment of local actors in partnership networks – including central and local government bodies, associations and businesses – for the regeneration of deprived areas;
  •  Citizenship and access to rights and civic participation, through multidisciplinary teams and with the participation of the public targeted by the programme;
  •  The preparation of an analysis of the population’s needs and the development of adult literacy, Portuguese language learning and digital inclusion programmes;
  •  The regeneration of socially-deprived areas, reversing the phenomena of social fracture and promoting social cohesion in metropolitan areas;
  •  The physical refurbishment of public space and the enhancement of social, health and housing infrastructures; these initiatives may be developed within the scope of the measure itself or within the scope of a transversal PRR measure;
  •  Access to culture and creativity and developing an appreciation of intercultural diversity;
  •  Access to healthcare, developing health in the community and fighting addiction;
  •  A commitment to sport as one of the social tools that unites our society, as it plays an extremely important role in promoting values and combating social inequalities;
  •  The creation, with the involvement of educational communities, of projects designed to combat school failures and dropouts and to empower schools and their professionals by defining specific paths for the resumption of learning;
  •  The development of active and healthy ageing programmes, strengthening infrastructures and organisations;
  •  The entrepreneurship of small, locally-based businesses, using locally-developed initiatives, creating income for the community and increasing the overall sustainability of the intervention beyond the duration of the plan;
