i01: Access to Housing Support Programme (1.211 M€)

The Access to Housing Support Programme has a holistic approach. It goes further than previous programmes for the public promotion of social housing, which were aimed almost exclusively at eliminating just one type of housing need – residence in precarious illegal structures.  The Access to Housing Support Programme, the 1st Right, covers other deficiencies, such as the absence of basic infrastructures and equipment, the unhealthy and insecure nature of the place of residence, the precariousness or inexistence of a contractual relationship, overcrowding and the unsuitability of housing to the special needs of residents with disabilities or reduced mobility. This requires an integrated and participative approach that promotes social and territorial inclusion, to be implemented through a new type of governance and strategic planning: the Local Housing Strategies (LHS).

The provision of this financial support derives from the indispensable work carried out by local authorities, which must prepare and present a Local Housing Strategy to the IHRU, which sets out and schedules all the investments to be undertaken in each area.

This investment is expected to help at least 26,000 families by 2026.
